Hate Crimes

Is it because we have the highest number of homeless people? I noticed the highest rates are in warmer climates where more homeless would live. How sad Florida leads the pack in such a sad statistic.
I am not trying to justify this I am trying to understand how can we be so heartless to another human being??? Thank you, Sean for all your hard work.
